The curriculum is focusing on the interrelation between local culture formation and community operation which satisfies the current needs and perspectives of society. The structure of the curriculum is based on four fundamental themes: Development of Cultural Industries, Community Creativity and Citizen Participation, Space Environment Planning and Design, and Cultural Resources Development.

Development of Cultural Industries

Agriculture, forestry, and fishing villages in Taiwan are now facing problems such as rapid population loss, the decline of primary industries, and the impact of trade organizations on agricultural price, all of which cannot be solved through development of a high-tech industry. Using the concept of local community-based regional economy, which focuses on creativities of spiritual value and content to enhance the added value and the recognition of local resources, is an important local industrial breakthrough under the existing manufacturing strengths. Students will face the issue of clarifying the relationships among "Traditional/Modern", "Local/Global" and "Spiritual/Consuming" in their learning and thinking process.
The contents include: exhibition of local culture and art, development in local-featured products, creation and publication of local literature, arts and cultural industry management, multimedia technology development and design, craft design, educational software development and design, written language creative design, endogenous regional revitalization strategies etc.

Community Creativity and Citizen Participation

The rapid changes in social development have highlighted a lack of civic consciousness and social community standards that used to be found in traditional social culture, thus impeding the establishment in the collective consciousness of community and civic ethics. It is crucial to maintain the social structure of local dynamics and endurance through community awareness and civic participation, in order to develop the collective consciousness and in order to build the rights and responsibilities among individuals, the community, and the society. In addition to building the functions of a community and discovering the role of citizen participation, this curriculum emphasizes both the experience and the structure of the community, from the formation of community relations to the establishment of social and local recognitions.
The contents include: concern in social events, community living environment rights, social campaigns, social welfare, public affairs related study and planning, sharing and decision-making in the community public sector, design of a citizen participation model, community organization operation, interactive digital media application, virtual community satisfaction and demand, citizen digital platforms without borders etc.

Space Environment Planning and Design

Under the impact of modernity and modernization, the society in Taiwan faces a very serious late capitalism and the phenomenon of Fordism. The tendency of globalization, industrialization, information technology, and central control ultimately cause traditional, environmental, and local resistance. This curriculum raises questions from different angles, to re-identify the space and members of the community, to establish aesthetic concepts, and to explore local alternatives from these tendencies.
The contents include: local traditional spatial reuse, space design for local exhibitions and performances, urban renewal strategy and planning, historic preservation and reconstruction of streets, historic restoration, community neighborhood public space, community reuse of space, community landscape planning and design, local natural resource conservation, quality improvement in community environment, and community aesthetics.

Cultural Resources Development

Under the tendency of digitization and globalization, it is necessary to comply with relevant laws and intellectual property rights to catch up with international requirements when approaching local cultural resources including investigation, acquisition, development, preservation, display, message, or usage. The local resources include both visible assets like monuments, historic sites, historic buildings, heritage, or cultural resources, and intangible assets such as dancing, music, visual arts, video, technology, and the internet. Though knowledgeable and technical research processing, the local cultural resource can be built systematically, thereby exploring its traditional, special, and original features and its enriched humane attainment. To achieve an effective developmental result, the program emphasizes on how to systematically integrate, combine, and support resources between the community and the region; the program also stresses the observational sensitivity of local resources and clarifies the conflict between development and preservation.
The contents include: community resources investigation and preservation techniques for cultural assets, digitization of intangible culture resources, transmission and application of traditional technologies, development and application of cultural resources in the community, copyright research, research in international cultural resource sharing system, formation of the cultural environment etc.

Based on the four fundamental themes described above, this program emphasizes the teaching of both core skills and practical works, which enable students to put knowledge into practice back into the community. Students will establish their professions in design, construction, planning, and the digital field by learning the core skills, and develop their observation, expression, investigation, and analytical skills through experiential learning with practical issues. This way the development of the four core competencies namely, the creative capacity to design, the community management capacity, the community planning capacity, and the resource integration capacity may be achieved.
